Webi had this issue. My drill was full, i trained a full set of troops in the barracks, then couldn’t release those troops in order to upgrade existing troops. Each barrack has a cap on how many units can start training at once. A barrack can train soldiers only up to a specific level that depends on the barrack level, see paragraphs.
